  PAPA - People Against Pigeon Abuse

ANIMAL RIGHTS GROUPS became increasingly concerned about the growing extermination of pigeons propagated and advocated by bodies such as the Pigeon Resistance and the more militant national governments. Many of these parties were actively opposing proponents of the Pigeon Conspiracy even before the Dove Bug was sent, but they tended to do so in isolation and were unable to build any momentum.

At around the same time, a few visionary activists from fourteen of these groups saw the need to pool their resources by forming one umbrella organisation to promote and channel their efforts through. Communicating across and between continents via the Internet, they came to an agreement and established PAPA - People Against Pigeon Abuse. The founding fourteen groups were soon deluged by applications from other concerned parties, and soon the ranks of PAPA swelled to seventy-three member bodies from animal rights groups to universities and church groups.

PAPA is currently administered from London. It's mission statement reads:

PAPA is dedicated to protecting pigeons, debunking the myths of the Pigeon Conspiracy and actively opposing anti-pigeon terrorist organisations.

PAPA's position as the opposite of the Pigeon Resistance quickly saw it come into conflict with the bigger, older and more influential Resistance. The Pigeon Resistance, in an official statement, declared that PAPA is a creation of the pigeon hive mind, a vehicle for the pigeons' dangerous intentions and consequently a threat to mankind.

The two parties are often at each others' necks in the press, on the Internet, and, increasingly, on the streets.
